4. Mr. Figg after eleven years' service as Assistant and Magnetic Observer at Kew Observatory was transferred in 1883 to the post which he now holds in Hongkong. He has on three occasions acted as Director, and has on each occasion satisfactorily performed the duties of the post. Dr. Doberck reports that he is a diligent and capable officer and in a minute dated the 30th January last, a copy of which I enclose, emphasises the point that he possesses the local knowledge of phenomena connected with typhoons which is essential in the case of the Director of an Observatory situated on the China Coast.

5. In the event of this appointment being approved I have to request that a suitable person may be selected for the post of First Assistant in accordance with the attached form of particulars.
